The Ministry of Panchayati Raj is a branch of the Government of India, created in May 2004, responsible for all matters relating to the Panchayati Raj Institutions (PRIs) and local self-government in rural areas. It was established to provide policy guidance, programs, schemes, and financial support to states to aid the functioning of PRIs. The Ministry's creation followed the constitutional recognition of local self-government as the third tier of India's federal setup, below the Union and State governments.
The Ministry's core function is the advocacy for and monitoring of the implementation of the Constitution (Seventy-third Amendment) Act, 1992, which became effective in April 1993. This amendment added Part IX and the Eleventh Schedule to the Constitution, making it obligatory for states to establish a three-tier Panchayati Raj system at the village, intermediate, and district levels. The Ministry also monitors the implementation of the Provisions of the Panchayats (Extension to Scheduled Areas) Act, 1996 (PESA).
The Ministry works through various mechanisms, including the Centrally Sponsored Scheme of Rashtriya Gram Swaraj Abhiyan (RGSA), which focuses on capacity building and training for elected representatives and functionaries. It has also driven digital governance initiatives like the eGramSwaraj portal for decentralized planning and financial management, and AuditOnline for timely auditing of Panchayat accounts. A recent initiative is the SWAMITVA Scheme, which uses drone-based mapping to formalize rural property rights. The Ministry's efforts connect directly to the constitutional mandate under Article 243G, which allows state legislatures to endow Panchayats with powers for economic development and social justice, covering the 29 subjects listed in the Eleventh Schedule.
