[Ministry of Rural Development]

The Ministry of Rural Development (MoRD) is a Ministry of the Government of India, functioning as the nodal agency for formulating and implementing policies aimed at sustainable and inclusive growth in rural areas. Its core mandate is to accelerate socio-economic development through poverty alleviation, livelihood enhancement, and infrastructure provision.

The concept of targeted rural development began with the Community Projects Administration in 1952. The Department of Rural Development was first created in October 1974 under the Ministry of Food and Agriculture. It was elevated to a separate ministry, the Ministry of Rural Reconstruction, on August 18, 1979, to address the developmental imbalances in rural India. After several name changes, it was finally renamed the Ministry of Rural Development in 1999.

The Ministry operates through two main wings: the Department of Rural Development and the Department of Land Resources. Its mechanism is the implementation of flagship schemes, such as the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) of 2005, which guarantees at least 100 days of wage employment to rural households. Other key schemes include the Pradhan Mantri Awaas Yojana-Gramin (PMAY-G) for affordable rural housing and the Pradhan Mantri Gram Sadak Yojana (PMGSY) for all-weather road connectivity. The Department of Land Resources manages programs like the Digital India Land Record Modernization Programme.

The MoRD is closely connected to the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) and institutions like the National Institute of Rural Development & Panchayati Raj (NIRD&PR). Recently, the Viksit Bharat - Guarantee for Rozgar and Ajeevika Mission (Gramin) - VB-G RAM G Act was enacted, which ensures up to 125 days of guaranteed employment. Furthermore, the Union Cabinet approved the extension of PMAY-G to construct an additional 2 crore rural houses between FY 2024-25 and FY 2028-29. In a recent administrative change, the Department of Expenditure asked the MoRD to absorb two autonomous bodies, the National Rural Infrastructure Development Agency (NRIDA) and the National Rural Livelihoods Promotion Society (NRLPS).
