[Quad]

The Quadrilateral Security Dialogue, or Quad, is an inter-governmental security forum and diplomatic partnership involving four nations: Australia, India, Japan, and the United States. It is a loose grouping and a consultative platform, not a formal military alliance like NATO.

The Quad's origins trace back to the 2004 Indian Ocean Tsunami, when the four countries formed an informal Tsunami Core Group for humanitarian assistance. The formal dialogue was initiated in 2007 by Japanese Prime Minister Shinzo Abe. This first iteration, sometimes called "Quad 1.0," ceased in 2008 following Australia's withdrawal. The grouping was revived in 2017 by senior officials, driven by shared concerns over China's growing influence and assertiveness in the region. Its stated goal is to support an "open, free, and inclusive Indo-Pacific".

The mechanism works through regular meetings, which have evolved from senior officials' dialogues to leader-level summits since 2021. The Quad focuses on practical cooperation across multiple domains, including maritime security, economic security, and global challenges. Key initiatives include the Indo-Pacific Partnership for Maritime Domain Awareness (IPMDA), which provides real-time monitoring of shipping routes, and working groups on climate change and critical and emerging technologies. The group also conducts joint military exercises, notably the naval exercise Malabar. The agenda has broadened significantly since 2017, with the Quad Vaccine Partnership being renamed the Quad Health Security Partnership to reflect an expanded focus on health security. The Quad consistently reaffirms ASEAN centrality and supports the ASEAN Outlook on the Indo-Pacific.
