[University Grants Commission]

The University Grants Commission (UGC) is a statutory body established under the University Grants Commission Act, 1956, operating under the Department of Higher Education, Ministry of Education, Government of India. Its core mandate is the coordination, determination, and maintenance of standards of higher education in India.

The UGC's origins trace back to 1945, when a committee was formed to oversee the three central universities of Delhi, Banaras, and Aligarh. Following the recommendation of the University Education Commission, established in 1948 under the chairmanship of Dr. S. Radhakrishnan, the UGC was formally inaugurated on December 28, 1953, by Maulana Abul Kalam Azad. It became a statutory body in November 1956 with the enactment of the UGC Act, 1956, to solve the problem of coordinating standards and disbursing grants to universities across the country.

The mechanism of the UGC is defined by the UGC Act, 1956. Under Section 12, the UGC has the general duty to promote and coordinate university education and maintain standards. It provides recognition to universities and disburses grants to recognized institutions. The UGC can declare an institution as a "Deemed to be University" under Section 3 of the Act. Furthermore, Section 14 empowers the UGC to withhold grants from universities that fail to comply with its recommendations.

The UGC connects to other regulatory bodies like the All India Council for Technical Education (AICTE) and funds the National Assessment and Accreditation Council (NAAC) for institutional evaluation. The UGC Act, 1956, is the central legislation governing its functions.

Recently, the UGC has been involved in aligning university curricula with the National Education Policy (NEP) 2020. A significant recent change was the notification of the Promotion of Equity in Higher Education Institutions Regulations, 2026, which replaced the 2012 regulations. These 2026 regulations, which mandate measures to prevent caste-based discrimination, were subsequently stayed by the Supreme Court. While the UGC's core function of standard maintenance remains, there was a proposal in 2018 to replace it with the Higher Education Commission of India (HECI), though this has not yet materialized.
