Bilateral Relations is a fundamental concept in international affairs, defined as the political, economic, or cultural conduct between two sovereign states. It is distinct from unilateralism (one state acting alone) and multilateralism (activity by multiple states). The historical foundation of bilateral relations can be traced to the seventeenth century among European monarchies, with the 1648 Congress of Westphalia recognizing equal status among sovereign nations and their mutual recognition through diplomatic agents. This system solved the problem of managing interactions between independent states by establishing a formal framework for dialogue and cooperation.
The mechanism of bilateral relations works through the mutual recognition of states and the agreement to establish diplomatic ties, which involves exchanging diplomatic agents like ambassadors and establishing embassies or consulates. Key provisions are formalized through bilateral treaties and agreements, which can be tailored to the specific characteristics of the two contracting countries, such as Free Trade Agreements (FTAs), Bilateral Investment Treaties (BITs), or defense cooperation pacts. For instance, the India-Nepal Treaty of Friendship was signed in July 1950, confirming a traditional relationship through a written treaty.
Bilateral relations connect directly to broader foreign policy concepts like strategic autonomy and multi-aligned foreign policy, which India has increasingly pursued. India's foreign policy, managed by the Ministry of External Affairs (MEA), aims to protect national interests and promote friendly relations. Recently, India's approach has shifted, exemplified by the evolution of the India-US relationship from a bilateral engagement to a Comprehensive Global Strategic Partnership. This shift, which began to accelerate post-Cold War, signifies a move toward a more integrated and strategic alliance across defense, economic, and technology sectors. India has also placed Africa at the heart of its foreign policy, with bilateral trade reaching $103 billion in FY 2025.
