Financial Inclusion

Financial Inclusion is a concept defined as the process of ensuring access to a wide range of financial services and timely, adequate credit for vulnerable groups, such as weaker sections and low-income groups, at an affordable cost. The goal is to provide universal access to services like credit, savings, insurance, payments, and remittance facilities.

The concept's formal introduction in India occurred in 2005 in an Annual Report by the then RBI Governor Y. Venugopal Reddy. However, the underlying policy objective dates back over fifty years, with early efforts including the Nationalisation of Banks in 1969 and 1980. The mechanism works primarily through government schemes and initiatives by the Reserve Bank of India (RBI). The flagship scheme is the Pradhan Mantri Jan Dhan Yojana (PMJDY), launched in 2014, which provides a basic banking account, a RuPay debit card, and an overdraft facility. The delivery model relies on Basic Saving Bank Deposit (BSBD) Accounts with zero minimum balance and the Business Correspondent (BC) model for last-mile connectivity.

Financial Inclusion connects to the JAM Trinity (Jan Dhan, Aadhaar, Mobile) and the use of the Unified Payments Interface (UPI) for digital transactions. Related social security schemes include the Pradhan Mantri Suraksha Bima Yojana and the Atal Pension Yojana (APY).

The policy has changed recently, shifting from an initial emphasis on credit to a more comprehensive approach focusing on access to payments, savings, insurance, and pensions. The RBI released the National Strategy for Financial Inclusion (NSFI) 2019-2024 on January 10, 2020, which has been succeeded by the NSFI 2025-30. The RBI also introduced the composite Financial Inclusion Index (FI-Index) to track progress across Access, Usage, and Quality, which rose from 43.4 in March 2017 to 70.0 in March 2026.
