The NDMA also issues guidelines for international HADR operations.

The Indian Armed Forces are critical enablers, using their rapid deployability and logistical strength for operations like Operation Samudra Setu (2020) for sea evacuation and Operation Ganga (2022) for evacuation from Ukraine. A recent change is the publication of the NDMA's International HADR Guidelines in October 2024, which institutionalize overseas disaster response and are grounded in principles like respect for the sovereignty of affected states. The core institutional structure established by the Disaster Management Act, 2005, including the NDMA and NDRF, has stayed the same.
