ISRO System for Safe and Sustainable Space Operations Management

The ISRO System for Safe and Sustainable Space Operations Management (IS4OM) is a system and facility established by the Indian Space Research Organisation to ensure the safety of Indian space assets and promote the sustainable utilisation of outer space. IS4OM functions as a multi-domain awareness platform that aids India in achieving its Space Situational Awareness (SSA) goals. Its mechanism involves the observation and monitoring of space objects, processing this data for orbit determination, and cataloging space debris. The system provides prompt and accurate information on on-orbit collision, fragmentation, atmospheric re-entry risk, and space weather forecasts. A key provision is the mitigation of collisional threats by performing specific Collision Avoidance Manoeuvres (CAM) for ISRO's operational satellites when close approach alerts are received. Furthermore, it ensures compliance with international guidelines on post-mission disposal and satellite end-of-life operations.

IS4OM is the nodal entity for the Debris Free Space Mission (DFSM) initiative, which aims to achieve debris-free space missions by all Indian space actors by 2030. It is closely connected to the Network for Space object TRacking and Analysis (NETRA) project, which was approved by the Government of India for SSA capacity building. The system has been operational since 2022 and compiles the annual Indian Space Situational Assessment Report (ISSAR), with the 2023 report released in April 2024, demonstrating its continued function in safeguarding national space assets.
