India-Middle East-Europe Economic Corridor (IMEC)

The India-Middle East-Europe Economic Corridor (IMEC) is a planned, multinational infrastructure project and a transnational economic corridor (TNEC). It was officially announced on September 9, 2023, during the G20 Summit in New Delhi, with the signing of a Memorandum of Understanding (MoU) by India, the United States, the United Arab Emirates, Saudi Arabia, the European Union, France, Germany, and Italy. The corridor was created to bolster economic development, foster connectivity between Asia, the Persian Gulf, and Europe, and serve as an alternative to existing corridors like China's Belt and Road Initiative (BRI).

The mechanism is a multi-modal network structured around three pillars: transportation, energy, and digital connectivity. The Eastern Corridor connects India's Western ports to the Arabian Gulf via maritime routes. The Northern Corridor then links the Gulf countries to Europe through an overland railway network spanning the UAE, Saudi Arabia, Jordan, and Israel, followed by maritime transit across the Mediterranean Sea. This combination of maritime, rail, and road transport is intended to ensure flexibility and resilience. The energy pillar includes plans for interconnected electricity infrastructure and the export of green hydrogen from India and the Middle East to Europe. The digital pillar involves deploying high-speed fiber-optic cables and integrating cloud infrastructure.

IMEC is closely related to the Partnership for Global Infrastructure and Investment (PGII), a G7 initiative aimed at bridging the infrastructure gap in developing countries. Geopolitically, the corridor emerged from the context of the Abraham Accords and the I2U2 grouping (India, Israel, UAE, US). While the initial agreement is a broad declaration of intent, India and the UAE signed a Framework Agreement on February 13, 2024, to operationalize corridor logistics. The war in Gaza has introduced geopolitical turbulence, underscoring the need for IMEC to evolve into an adaptive framework rather than a single linear route.
