The India-Singapore Ministerial Roundtable (ISMR) is a special bilateral ministerial mechanism and a key high-level economic mechanism that serves as the apex platform for advancing the India-Singapore Comprehensive Strategic Partnership (CSP). It is a high-level institutional concept, not an act or scheme. The ISMR was established in 2022, with its inaugural meeting held in New Delhi on September 17, 2022. Envisioned by Prime Minister Narendra Modi, the platform was created to deepen existing cooperation and identify opportunities for mutually-beneficial collaboration in new and emerging areas.
The mechanism works through annual meetings, which alternate between Singapore and India. The Indian delegation typically includes key ministers such as the Minister of Finance, Minister of External Affairs, and Minister of Commerce and Industry. The ISMR’s primary function is to review progress and explore new areas of collaboration across six pillars: Advanced Manufacturing, Connectivity, Digitalization, Healthcare and Medicine, Skills Development, and Sustainability. The deliberations from these meetings directly drive the implementation of the Roadmap for India-Singapore Comprehensive Strategic Partnership (CSP Roadmap).
The ISMR is intrinsically connected to the broader Comprehensive Strategic Partnership (CSP), which was elevated during Prime Minister Narendra Modi's visit to Singapore in September 2024. The CSP Roadmap, which the ISMR’s work supports, was unveiled in September 2025. The roundtable is often held alongside the India-Singapore Business Roundtable (ISBR), which provides industry perspectives from key business leaders. The two nations also share the foundation of the Comprehensive Economic Cooperation Agreement (CECA), signed in 2005. While the core mechanism of reviewing the six pillars has remained constant, the ISMR has evolved with a "refreshed agenda and expanded involvement" since its inception.
