The India-US Comprehensive Global Strategic Partnership is a concept and a formal designation for the bilateral relationship, signifying a higher level of engagement than the previous "strategic partnership". It is anchored in mutual trust, shared interests, and a commitment to democratic values and the rule of law. The relationship was formally elevated to this status in February 2020 during the visit of President Donald Trump to India. This elevation was a response to the need for greater convergence on global issues, particularly in the context of a rising China and a shared vision for a free, open, and inclusive Indo-Pacific region. The previous "strategic partnership" had been in place since 2005.
The partnership functions through a wide-ranging dialogue structure and key mechanisms across multiple sectors. The primary mechanism for strategic coordination is the 2+2 Ministerial Dialogue, which brings together the Foreign and Defence Ministers of both countries. Defense cooperation is underpinned by foundational agreements, including the Logistics Exchange Memorandum of Agreement (LEMOA) in 2016, the Communications Compatibility and Security Agreement (COMCASA) in 2018, and the Basic Exchange and Cooperation Agreement (BECA) in 2020. Technology collaboration is driven by the Initiative on Critical and Emerging Technology (iCET), which focuses on joint development in areas like semiconductors and defense technology.
The partnership connects to several related concepts and institutions, including the Quadrilateral Security Dialogue (Quad) with Japan and Australia, and the I2U2 Group with Israel and the UAE. India's status as a Major Defence Partner, designated in 2016, allows for greater access to advanced US military technology. The relationship's trajectory was fundamentally altered by the 123 Agreement (Civil Nuclear Deal) in 2008. The most significant recent change was the elevation to the Comprehensive Global Strategic Partnership in 2020, which built upon the earlier designation of India in 2018 to the Strategic Trade Authorization Tier 1 license exception. The core principles of shared democratic values and a commitment to a rules-based international order have remained constant.
