Infrastructure Safety

Infrastructure Safety is a multi-faceted concept and policy focus in India that aims to ensure the quality, integrity, and long-term performance of physical and digital assets. It is a critical component of India's Quality Infrastructure (QI), which relies on metrology, standardization, accreditation, and conformity assessment. The focus on safety and quality emerged as a national priority to move beyond building at "remarkable scale and speed" to building better, solving the problem of infrastructure failures due to inadequate design and supervision. This shift was formalized with the launch of the National Infrastructure Pipeline (NIP), announced in 2019, which aims to deliver public infrastructure that adheres to global standards and meets disaster resilience goals.

The mechanism for ensuring safety is two-fold: physical and cyber-physical. Physical safety is governed by adherence to construction standards, such as the Factories Act 1948 and IS 3521 for work at height, and includes regular safety audits for critical assets like bridges and dams. Quality assurance is driven by the Bureau of Indian Standards (BIS), which issues mandatory regulatory standards called Quality Control Orders (QCOs) under the BIS Act, 2016, to ensure products meet specific quality and safety requirements.

For Critical National Infrastructure (CNI), which includes power, transport, and banking systems, the digital aspect is protected under the Information Technology Act, 2000. Section 70A of the IT Act, added in 2008, established the National Critical Information Infrastructure Protection Centre (NCIIPC) to protect the IT systems of critical institutions. This has been recently strengthened by the Computer Emergency Response Team of India (CERT-In), which issued new audit guidelines in 2025 that mandate annual third-party cybersecurity audits covering IT, Operational Technology (OT), cloud, and physical security for critical operators. Infrastructure Safety connects to the PM Gati Shakti digital master plan, launched in 2021, which integrates 44 central ministries to synchronize project execution. It also connects to the Coalition for Disaster Resilient Infrastructure (CDRI), launched by India in September 2019, which promotes designing infrastructure to withstand climate and disaster risks. The recent focus on accountability is highlighted by the introduction of the Critical Infrastructure (Resilience, Protection and Accountability) Bill, 2026, in the Rajya Sabha.
