Japan Credit Rating Agency

The Japan Credit Rating Agency (JCR) is a leading financial services institution in Japan that specializes in credit risk analysis and providing credit ratings. It was established in April 1985. The agency's core function is to assess the capacity of an entity to meet its financial obligations, thereby determining the likelihood of a borrower repaying a loan.

JCR provides credit ratings to a wide range of entities, including corporations, financial institutions, governments, public sector firms, and even medical and educational institutions. Its ratings cover approximately 70% of the financial sector and over 60% of publicly-rated issuers in Japan. The agency's mechanism involves using four established rating scales: long-term issuer, long-term issue, short-term issuer, and short-term issue. The long-term issuer scale, for example, ranges from AAA (highest) to D (default).

JCR connects to the global financial infrastructure, being officially registered as a credit rating agency with Japan's Financial Services Agency in 2010. It is also the only Japanese rating agency officially recognized as an eligible External Credit Assessment Institution (ECAI) in the European Union (EU) and registered in the United States. JCR is one of the major Japanese rating companies, alongside Rating and Investment Information, Inc. (R&I), and competes with international agencies like Moody's and S&P.

A recent and relevant change for an Indian reader is JCR's upgrade of India's sovereign credit rating from BBB+ to A- with a Stable Outlook in September 2026. This upgrade, which JCR had maintained at BBB+ since 2007, was based on India's sustained high economic growth, improved financial system soundness, and effective economic policies. JCR has also recently expanded its focus to include ESG (environmental, social, and governance) factors in its credit ratings and was approved as a verifier for climate bonds in 2019.
