The Ministry of Railways is a ministry within the Government of India, defined as the apex institution responsible for the country's rail transport system. It oversees the Indian Railways, a statutory body and one of the world's largest employers, with its headquarters at Rail Bhawan in New Delhi. The institutional origin traces back to March 1905, when the Railway Board was established under the Department of Commerce and Industry to manage the growing railway network, following a recommendation by Thomas Robertson in 1903. Post-independence, the Ministry was formally established in 1947 to nationalize and modernize the system, becoming a standalone ministry on April 17, 1957, with Jagjivan Ram as the first to head the independent portfolio.
The Ministry functions by administering the Indian Railways through the Railway Board, which acts as the highest body for policymaking, financial management, and operational control. Recently, the Ministry has implemented significant structural reforms under Minister Ashwini Vaishnaw. Changes include revised contractor norms, now requiring a 10% upfront performance security for contracts and barring companies with pending litigation exceeding 50% of their net worth from bidding. Furthermore, the Container Train Operator (CTO) licensing framework was overhauled, replacing the multi-category system with a single Pan-India licence and a uniform registration fee of ₹25 crore.
