The PM Gati Shakti is a National Master Plan for Multi-modal Connectivity, a government scheme and megaproject launched to transform India's infrastructure planning and execution. It was announced by Prime Minister Narendra Modi on August 15, 2021, and formally launched on October 13, 2021, with approval from the Cabinet Committee on Economic Affairs on October 21, 2021. The scheme was created to solve the problem of fragmented infrastructure planning, where different government departments worked in silos, leading to delays, cost overruns, and technical inefficiencies.
The core mechanism is a Geographic Information System (GIS)-based digital platform developed by BISAG-N, which integrates over 1,614 data layers from 44 Central Ministries and 36 States/UTs. This platform enables holistic and integrated planning by providing real-time visibility and analytical tools for projects. The scheme is governed by a three-tier institutional framework: the Empowered Group of Secretaries (EGoS), headed by the Cabinet Secretary, and the Network Planning Group (NPG), which examines projects.
PM Gati Shakti connects to and integrates existing infrastructure schemes like Bharatmala, Sagarmala, UDAN, and inland waterways, bringing them under a unified framework. It is also closely related to the National Logistics Policy (NLP), launched in September 2022, which complements Gati Shakti by focusing on reducing logistics costs. The scheme is based on six pillars: Comprehensiveness, Prioritization, Optimization, Synchronization, Analytical, and Dynamic. The scheme has recently expanded its scope, with the government exploring private sector participation by granting access to non-sensitive data on the platform.
