The PM GatiShakti National Master Plan (PMGS-NMP) is a transformative "Whole of Government" approach and a government scheme for integrated planning and coordinated execution of infrastructure projects. It was announced on August 15, 2021, and officially launched on October 13, 2021, to solve the problem of fragmented planning and departmental silos that contributed to India's high logistics cost, estimated at 13–14 percent of GDP.
The core mechanism is the National Master Plan (NMP), a dynamic Geographic Information System (GIS) platform developed by the Bhaskaracharya National Institute for Space Applications and Geo-informatics (BISAG-N). This platform integrates over 1,700 datasets from various ministries onto a single map, allowing for data-driven decision-making and visualization of projects against existing infrastructure. The institutional framework includes a three-tier system: the Empowered Group of Secretaries (EGoS), the Network Planning Group (NPG), and a Technical Support Unit (TSU). The scheme is anchored in the Logistics Division of the Department for Promotion of Industry and Internal Trade (DPIIT).
PM GatiShakti integrates existing infrastructure schemes like Bharatmala, Sagarmala, and UDAN. It is complemented by the National Logistics Policy (NLP), launched on September 17, 2022. Recently, the governance structure has been slated for an overhaul, with the government planning to wind up the Network Planning Group (NPG) and replace it with a new, centralized body, tentatively named the GatiShakti Transport Planning and Research Organisation (GTPRO), to operate under the Cabinet Secretariat.
