The Pradhan Mantri Kisan Sampada Yojana (PMKSY) is a Central Sector Scheme implemented by the Union Ministry of Food Processing Industries (MoFPI). It was launched in 2017 as a comprehensive package to boost the food processing sector in India. The scheme originated from the earlier umbrella program, the Scheme for Agro-Marine Processing and Development of Agro-Processing Clusters (SAMPADA), which was approved in May 2017 with an allocation of ₹6,000 crore for the period 2016-2020. The core problem it addresses is the high level of post-harvest losses and low value addition in agricultural produce by creating modern infrastructure and efficient supply chain management from the farm gate to the retail outlet.
PMKSY works by integrating various component schemes to create an end-to-end food processing value chain. Key mechanisms include financial assistance for the establishment of Mega Food Parks, the development of Integrated Cold Chain and Value Addition Infrastructure, and the creation of Infrastructure for Agro-Processing Clusters. It also supports the Creation/Expansion of Food Processing & Preservation Capacities and the Food Safety and Quality Assurance Infrastructure. The scheme is designed to reduce wastage, increase the processing level, and enhance farmers' income.
The scheme connects directly to the broader goal of doubling farmers' income and is implemented by the Ministry of Food Processing Industries. A significant related concept is Operation Greens, which was launched as a new vertical of PMKSY in the 2018-19 budget to focus on the integrated development of the value chain for Tomato, Onion, and Potato (TOP) crops.
The scheme has undergone recent changes: it was extended till March 31, 2026, coterminous with the 15th Finance Commission cycle, with an initial allocation of ₹4,600 crore. Furthermore, the Union Cabinet approved an additional outlay, raising the total allocation to ₹6,520 crore for the period 2021-22 to 2025-26. The scope of Operation Greens was also expanded in the 2021-2022 budget speech from TOP to 22 perishable products. However, some original components like Mega Food Parks and Creation of Backward & Forward Linkages were discontinued in the 15th Finance Commission cycle, with provision only for committed liabilities.
