A Technology Mission is a government-led initiative or scheme designed to promote the development and application of advanced technologies in specific sectors with well-defined objectives and time-bound implementation. The concept originated in 1987 under the Rajiv Gandhi-led government as an offshoot of the Seventh Plan. The missions were created to solve pressing national problems in a focused manner, such as reducing the ₹10 billion annual import bill for edible oils, which led to the launch of the Technology Mission on Oilseeds (TMO) in 1986.
A mission works by institutionalizing a focused, time-bound intervention, often led by a nodal Ministry that engages industry partners, scientists, and institutional partners. For instance, the Technology Missions on Indian Railways (TMIR) operates on an investment-sharing model as a consortium of the Ministry of Railways, Ministry of Human Resource Development, Ministry of Science and Technology, and Department of Heavy Industry. The missions connect to broader national strategies like the National Action Plan on Climate Change (NAPCC), under which the National Mission on Sustainable Agriculture operates, and the vision of Viksit Bharat 2047.
The focus has recently shifted from earlier crop-specific programs, like the evolution of the TMO into the Technology Mission on Oilseeds, Pulses, and Maize (TMOP), to frontier technologies. Recent missions include the India Semiconductor Mission (ISM), launched in December 2021 with a ₹76,000 crore incentive package, and the IndiaAI Mission, approved in 2024 with an outlay of over ₹10,300 crore. These newer missions are aligned with concepts like Digital India and Atmanirbhar Bharat.
