Union Finance Ministry

The Union Finance Ministry is a central government institution in India, serving as the nation's Treasury and concerned with the overall economy. It is responsible for managing the national economy, fiscal policy, taxation, and the Union Budget. The Ministry was officially formed on October 29, 1946, with its roots tracing back to the first Finance Department established in 1810. Its creation was essential to manage the country's finances, ensure economic stability, and address challenges like inflation and unemployment.

The Ministry functions through six key departments, each with a specific mechanism: the Department of Economic Affairs (DEA) prepares and presents the Union Budget to Parliament, as mandated by Article 112 of the Constitution, and formulates macroeconomic policies. The Department of Revenue (DoR) administers direct and indirect taxes through the Central Board of Direct Taxes (CBDT) and the Central Board of Indirect Taxes and Customs (CBIC), both constituted under the Central Board of Revenue Act, 1963. The Department of Expenditure (DoE) oversees the public financial management system and controls government spending. The Department of Financial Services (DFS) regulates banks, insurance companies, and financial institutions. The Department of Investment and Public Asset Management (DIPAM) manages the government's equity investments and disinvestment in Central Public Sector Undertakings (CPSUs). The Department of Public Enterprises (DPE), shifted to the Ministry recently, coordinates policy and monitors the performance of CPSUs.

The Ministry connects directly to the Reserve Bank of India (RBI) for currency regulation and the Finance Commission for recommendations on the distribution of taxes between the Union and State governments. A significant recent change was the renaming of the Department of Disinvestment to DIPAM in the 2016-17 budget speech, a move aimed at better management of public assets. Another recent change was the shifting of the Department of Public Enterprises from the Ministry of Heavy Industries and Public Enterprises to the Finance Ministry to improve monitoring of CPSU capital expenditure.
