Union Ministry of Rural Development

The Union Ministry of Rural Development (MoRD) is a central government ministry and the nodal institution in India responsible for formulating and implementing policies to accelerate socio-economic progress in rural areas. Its core mandate is to address developmental imbalances by focusing on poverty alleviation, employment generation, and infrastructure development.

The concept of rural development administration began with the Community Projects Administration in 1952, but the ministry's direct lineage started with the creation of the Department of Rural Development in October 1974. It was elevated to a full ministry, the Ministry of Rural Reconstruction, on August 18, 1979, and was renamed the Ministry of Rural Development in 1999 after several structural changes.

The Ministry functions through two primary wings: the Department of Rural Development and the Department of Land Resources. Its mechanism involves administering flagship Centrally Sponsored Schemes (CSS) that provide a legal framework for rural welfare. Key provisions include the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), which guarantees 100 days of unskilled manual work annually to rural households, and the Pradhan Mantri Gram Sadak Yojana (PMGSY), launched in 2000, for all-weather road connectivity. Other major schemes are the Pradhan Mantri Awaas Yojana-Gramin (PMAY-G) for rural housing and the Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM) for poverty reduction through self-help groups.

The MoRD connects directly to the Panchayati Raj Institutions for the planning and execution of its programs. A significant recent change is the announcement that the MGNREGA Act, 2005, will be repealed and replaced by the Viksit Bharat Guarantee for Rozgar and Ajeevika Mission (Gramin) Act, 2025 (VB-G RAM G Act), effective from July 1, 2026. This new Act will increase the guaranteed wage employment from 100 days to 125 days annually. Additionally, the Rural Prosperity and Resilience Program (RPRP) was announced in the Union Budget for FY 2025-2026 to address underemployment in agriculture.
