The World Development Report 2024 (WDR 2024) is an annual concept and publication by the World Bank that provides an in-depth analysis of a specific aspect of economic development. The annual series began in 1978 with the first report titled "Prospects for Growth and Alleviation of Poverty". The 2024 edition, titled "The Middle-Income Trap," was created to identify pathways for developing economies to avoid this trap. The problem it addresses is that since the 1990s, only 34 middle-income economies have successfully transitioned to high-income status, leaving 108 stuck as of the end of 2023.
The report outlines a "3i strategy" for countries to escape the trap, which is a sequenced and progressively sophisticated mix of policies. Low-income countries should focus on Investment (the 1i approach). Lower-middle-income countries, like India, must shift to Investment + Infusion (the 2i approach), where Infusion means adopting and diffusing modern technologies and business practices from abroad. Upper-middle-income countries must adopt the full 3i strategy: Investment + Infusion + Innovation. The mechanism also requires countries to discipline incumbents (like state-owned enterprises) and reward merit to foster economic advancement.
The WDR 2024 connects directly to the World Bank and the economic concept of the "middle-income trap," which affects over 100 countries, including India, China, and Brazil. While the core nature of the report as an annual publication by the World Bank remains the same, the focus changes each year; the 2024 report's theme of the "middle-income trap" replaced the 2023 theme of "Migrants, Refugees and Societies".
